José María Hurtado Fernández

Lawyer from the Universidad de los Andes. He has been an adviser on Migration Policy at the Ministry of Interior and Security and a legislative adviser to the Undersecretary of the Interior, integrating the team that carried out the discussion and drafting of the new Migration Law, being one of the co-editors, of Law No. 21,325.

He is co-author of the book “Chilean Immigration Law”, published by Editorial Jurídica de Chile (2017, 2nd ed.) and a university professor on the subject. He is a member of the Chilean Bar Association.

He was also adviser to the Minister of Labor and Social Welfare on matters of pension reform and labor market and Head of its International Relations Office, being responsible for the preparation of legal reports for the International Labor Organization (ILO).

Mijail Bonito Lovio

Lawyer from the University of Chile and the University of Havana. Master of Laws in International Human Rights and Humanitarian Law from the American University Washington College of Law. Diploma in Advanced Studies in Human Rights at the same university. He also has a Diploma in International Business Law and Foreign Trade from the University of Chile and a Master's in Government Management from the Autónoma University.

He was adviser in charge of migration policies in Chile's Ministry of Interior. While holding this position, he participated in the drafting and discussion of the new Migration Law. He was head of the Chilean delegation in the last round of negotiations of the Global Compact for Migration at the United Nations headquarters and representative of the Ministry of Interior in bilateral meetings with the authorities of Haiti, Argentina, Venezuela and Cuba, on migration issues, and in sessions before the Human Rights Inter-American Commission.
He is currently a professor of Law and Public Policy at the Autónoma University of Chile.
